Quick answer: In 2026, a WhatsApp AI chatbot typically costs $20–$150 a month DIY, $500–$3,000 one-off from a freelancer, $3,000–$15,000+ agency-built, or $100–$1,000 a month managed. On top, Meta charges per message — roughly a fraction of a cent to a few cents by category and country — plus hosting, AI usage and maintenance. The WhatsApp Business App is free; message fees apply when you automate via the Business Platform API.
We build WhatsApp bots for answering customers, taking orders and booking appointments — here are the numbers we'd give you on a call.
The two bills you're actually paying
- The build — design, integrations, testing. Paid once.
- The running cost — Meta's per-message fees, hosting, AI model usage, maintenance. Paid monthly, growing with volume.
Most cost blowouts come from budgeting the build and ignoring the running cost — see our SaaS MVP cost guide.
What it costs to build: the four routes

Route 1: DIY with a SaaS chatbot builder
No-code tools build a simple bot — FAQs, catalogues, broadcasts, basic order flows — for $20–$150 a month plus your time. Fine for the same ten questions; it strains on real AI automation — free-form questions, live data, off-script conversations.
Route 2: A freelancer
Roughly $500–$3,000 one-off for a custom bot with proper integrations and a real AI agent behind the chat. The risk is the usual freelance one: one person deep, and if they move on, someone new learns the whole thing.
Route 3: An agency
Typically $3,000–$15,000+: a well-built bot with integrations at the lower end; a full AI assistant wired into your CRM and booking system, multi-language, at the upper end. The premium buys process — design, testing, security, a team that still exists in six months. This is the route that treats the bot as custom software infrastructure, not a weekend project.
Route 4: A managed monthly platform
Typically $100–$1,000 a month for a provider to build, host and maintain it.
| Route | Typical cost (at time of writing) | Best for |
|---|---|---|
| DIY SaaS builder | $0 build, $20–$150/mo | Simple FAQ bots, testing the waters |
| Freelancer | $500–$3,000 one-off | Straightforward bot, a couple of integrations |
| Agency | $3,000–$15,000+ | AI assistant, systems integration, multiple markets |
| Managed platform | Little to none, $100–$1,000/mo | Want it run for you, predictable cost |

Meta's WhatsApp pricing, in plain English
The free WhatsApp Business App vs the Business Platform
The WhatsApp Business App is free: a profile, quick replies, away messages — fine for a small team answering by hand, but it can't run a chatbot. The WhatsApp Business Platform (the API) powers bots, via Meta's Cloud API or a provider. No monthly API fee — Meta charges per delivered message, by category and country.
The four message categories
Since July 2025, Meta charges per delivered template message:
- Marketing — promotions, offers, announcements. Always charged, and the most expensive category.
- Utility — order confirmations, delivery updates, appointment reminders. Meaningfully cheaper than marketing.
- Authentication — one-time passcodes and login codes. Low rate, roughly in line with utility.
- Service — free-form replies to a customer who messaged first, inside the 24-hour window. Free for years; that ended in October 2026.
Customer messages to you are always free, and Click-to-WhatsApp ads open a 72-hour free entry window. Confirm the current structure in Meta's official pricing docs.
The October 2026 change: replies aren't free anymore
From 1 October 2026, each number gets 1,000 free service messages a month; further replies are billed at the utility rate, and utility templates inside the service window became billable too. High-volume utility and authentication senders can unlock roughly 30% discounts; marketing gets none.
Illustrative per-message rates at time of writing:
| Market | Marketing | Utility / Service | Authentication |
|---|---|---|---|
| UK | Check rate card | Roughly $0.02 | Roughly $0.02 |
| USA | Roughly $0.025 | Roughly $0.004 | Roughly $0.004 |
| Saudi Arabia | Roughly $0.05 | Roughly $0.011 | Roughly $0.011 |
| UAE | Check rate card | Roughly $0.016 | Roughly $0.016 |
| Pakistan | Check rate card | Fractions of a cent | Fractions of a cent |
Marketing costs several times more than utility everywhere — keeping promotions out of the bot is one of the cheapest design decisions you can make.
The running costs nobody puts in the quote
- Conversation fees — Meta's charges above. A few thousand utility messages a month is single-digit dollars; marketing-heavy volume in an expensive market is far more.
- Hosting — typically $10–$100 a month for a modest setup.
- AI model usage — an AI-backed bot pays per token: roughly a fraction of a cent to a few cents per conversation.
- Maintenance — budget roughly 15–25% of build cost per year.
- Provider fees — a provider adds a subscription or markup on Meta's rates, roughly 0–25%.
What it typically works out to, by business size
| Business | Setup | Rough first-year cost |
|---|---|---|
| Small shop or restaurant | DIY tool, FAQ and ordering flows | $300–$1,800 |
| Growing SME | Custom build, booking or CRM integration | $2,000–$10,000 build + $50–$300/mo |
| Mid-market, multi-location | Agency build, AI answers, multi-language, analytics | $5,000–$20,000 build + $200–$1,000/mo |
| Enterprise | Custom platform, high volume, compliance | $20,000+ build, running costs negotiated |

The decisions that move the price most
How smart the bot needs to be
A button-menu bot is cheap. One that understands free-form questions, holds context and pulls live answers from your systems needs a proper chatbot build with a language model — plus ongoing token costs. Buy only as much intelligence as the job needs. (For outbound calls rather than chat, see our AI calling agent and voice calling agent guide.)
How many integrations it needs
Every connection — CRM, bookings, payments, delivery tracking — adds build time and maintenance. A standalone FAQ bot is days of work; one reading and writing to three business systems is a project — the biggest driver of agency quotes in our experience.
Conversation volume and markets
Ten thousand service conversations in Pakistan cost almost nothing; the same volume of marketing messages in the UK or Saudi Arabia is a real budget line. Model your running cost on your actual mix.
Who builds it
Location moves the price more than anything else, as with any software development: a UK or US agency quotes two to three times an experienced offshore team for the same scope. Compare like-for-like, and check they'll maintain it.
How to keep the cost down
- Start with service and utility conversations. Cheapest categories, easiest to automate. Add marketing broadcasts once the bot earns its keep.
- Keep templates tight. One clear template beats three chatty ones — and strict category discipline avoids marketing-rate surprises.
- Design around the free allowances: 1,000 free service messages a month per number, free inbound messages, the 72-hour Click-to-WhatsApp window.
- Don't over-buy intelligence. A good menu flow resolves most queries without a language model; add AI where conversations go off-script.
- Use the Cloud API directly when you can. No platform fee; a provider adds convenience but also a subscription. Worth it at scale, questionable for a small bot.
- Build for maintenance. Clean design and documentation cost a little more now, save multiples later.
Frequently asked questions
Is WhatsApp Business free for businesses?
The WhatsApp Business App is free, and so are messages you send through it manually. But it can't run a chatbot — that needs the Platform (API), where Meta charges per delivered message.
How much does Meta charge per WhatsApp message?
It depends on the message category and the customer's country. Roughly: marketing is priciest (a few cents per message), utility and authentication far cheaper, and service replies cost the utility rate after 1,000 free per number per month. Rates change quarterly — check Meta's official pricing docs before budgeting.
Can I build a WhatsApp chatbot myself?
Yes, with a no-code builder: $20–$150 a month and an afternoon for a simple FAQ or lead-capture bot. Real AI understanding or CRM integrations are where custom WhatsApp bot development earns its fee.
How long does it take to build a WhatsApp chatbot?
Roughly: DIY takes hours to days, a freelancer one to three weeks, an agency three to eight weeks. Add a week or two for Meta verification. For a fixed timeline and quote, talk to us.
